Governance
The CoE is administered by a Governing Council and an Executive Committee. The apex decision-making body of the CoE will be the Governing Council. Policy decisions taken by the Governing Council will be implemented by the Executive Committee. Executive Committee a comprising National Focal points of respective IORA Member States will be coordinating activities with the CoE
Governing Council
The Governing Council oversees and makes decisions about the administration and policies of  CoE, guided by standards of procedures. The Governing members will meet at least twice a year virtually for making policy decisions. The Governing Council will consist of the following members for the three 03 years.

The Executive Committee Members
The Executive Committee oversees research conducted by experts in various fields of knowledge. Each IORA Member Country appoints a ‘Lead CoE Focal Point’ to represent them on the committee. The Chair of the Executive Committee is selected from among these focal points by the Governing Council, while Sri Lanka nominates a Secretary to support the committee’s functions
